Haryana CM Limits Anti-Corruption Bureau's Powers, Shifts Oversight to Vigilance Department

Chief Minister Nayab Singh Saini has reshaped the jurisdiction of the state's Anti-Corruption Bureau (ACB) through a revised order, modifying its reporting hierarchy. The ACB will no longer directly submit investigation reports to the Haryana Lokayukta, as per the new directive. Instead, the Vigilance Department will now be responsible for transmitting these reports to the Lokayukta, marking a significant change in the oversight process. 

Previously, the Lokayukta had directed the ACB to investigate several cases aligned with its decisions or those flagged by anti-corruption monitoring bodies. However, under the updated protocol, the Vigilance Department, operating directly under the Chief Secretary's Office, assumes the pivotal role of conveying investigation findings to the Lokayukta.

This adjustment aims to streamline the reporting mechanism and ensure more systematic handling of complaints against government officials. Sources within the state secretariat highlight that most grievances involve allegations against public servants, prompting the need for the Vigilance Department to inform the Lokayukta of any adverse findings from ACB investigations.

Moreover, officials emphasise that by routing investigation reports through the Vigilance Department to the Lokayukta, the state administration can expedite disciplinary actions against erring officials. This approach enhances accountability and transparency in addressing corruption allegations, fostering public trust in the government's anti-corruption measures.

The decision underscores the government's commitment to efficient governance and probity in public administration. It signifies a strategic reorganisation aimed at bolstering the state's anti-corruption framework and ensuring swift action against malfeasance. With these measures, the Haryana government aims to reinforce its resolve to combat corruption effectively, signalling a proactive stance in upholding ethical standards in public service.
