Haryana Repeals Colonial-Era Law: Abiana Waived for 4299 Villages, Relief Worth 140 Crores

Historic Decision Provides Financial Relief to Farmers, Ends Decades-Old Tax Burden

In a landmark move, Haryana has abolished a law dating back to the British colonial era, putting a halt to the collection of 'Abiana' (water cess) starting April 1st. This decision brings respite to 4299 villages, relieving them of a staggering debt amounting to 140 crores. Chief Minister Manohar Lal Khattar's budgetary decision ensures direct benefits to farmers across the state, marking a significant shift in agricultural policy.

Abiana, a tax levied on canal water usage, has long been a contentious issue for farmers, burdening them with additional financial strain. The waiver not only absolves them of past dues but also promises an annual relief of 54 crores. Hisar district, with its 349 villages, carries the highest outstanding Abiana dues of 31 crores, followed by Kaithal with 320 villages owing 20 crores.

The waiver extends beyond Hisar, encompassing districts like Kaithal, Bhiwani, Sirsa, Jhajjar, Charkhi Dadri, and Nuh. These regions collectively owe millions in Abiana dues, which will no longer be a concern for farmers. With approximately 24 lakh hectares of land under irrigation, this relief translates into substantial financial support directly benefiting the farming community.

Chief Minister Manohar Lal Khattar's decision to scrap the Abiana tax aligns with the government's commitment to alleviate the agricultural sector's financial burdens. The move is expected to stimulate economic growth in rural areas, empowering farmers and fostering a more conducive environment for agricultural development.
