Haryana Cracks Down on Plastic Pollution, 1,849 Challans Issued in 4 Weeks

₹15.97 lakh environmental fine imposed as HSPCB enforces zero-tolerance policy under Plastic Waste Management Rules

Chandigarh: Haryana has intensified its fight against plastic pollution, with the Haryana State Pollution Control Board (HSPCB) issuing 1,849 challans across the state in just four weeks. A total environmental compensation of ₹15,97,300 has been imposed on violators between December 24, 2025, and January 20, 2026.

These actions are part of the statewide enforcement drive under the Plastic Waste Management Rules, 2016 along with different amendments in 2018, 2021 and 2022. The board is also ensuring strict compliance with the Extended Producer Responsibility (EPR) Guidelines, 2022.

Officials said multiple inspection teams conducted surprise checks, verified documents and monitored field-level operations to identify violations related to plastic production, storage, sale and disposal. The board has adopted a multi-layered monitoring system that includes regular and surprise inspections, online data verification and scrutiny of plastic waste segregation and scientific disposal practices.

Scientific management of plastic waste is mandatory under the Environment (Protection) Act, 1986. Authorities have made it clear that violations will invite show-cause notices, recovery of environmental compensation and, if required, closure of non-compliant units.

HSPCB has directed all regional officers and field staff to implement a strict “zero tolerance” approach. Officials emphasised that environmental protection and public health remain top priorities, and curbing plastic pollution is essential to safeguard soil quality, water bodies and overall ecological balance.

The board has also appealed to industries, traders and citizens to comply with the rules and actively contribute towards building a cleaner, safer and plastic-free Haryana.
