Haryana Govt Announces Policy to Regularise Industrial Colonies, Bring Relief to Thousands of Units

At least 50 industrial units on 10 acres of contiguous land can apply for regularisation through a new online portal

In a major step toward formalising unplanned industrial growth, the Haryana government has introduced a new policy for the regularisation of illegal industrial colonies, bringing long-awaited relief to thousands of entrepreneurs operating without legal recognition.

The initiative follows the Governor’s assent to the Haryana Management of Civic Amenities and Infrastructure Deficient Areas Outside Municipal Area (Special Provisions) Amendment Act, 2025, notified by Ritu Garg, Secretary, Law and Legislative Department. The amendment allows the government to provide basic infrastructure and civic amenities to unauthorised industrial areas that have mushroomed outside city limits.

According to the notification, an online portal will soon be launched for industrialists to submit applications for regularisation. Once an application is submitted, all punitive action against the applicant units will be suspended until the government makes a final decision, except in cases pending before a court of law.

Under the policy, at least 50 industrial units located on a contiguous 10-acre plot must apply collectively through the portal. Pending the government’s final approval, these colonies will be treated as ‘valid industrial units’ by all departments.

Thousands of unapproved industrial units currently operate in Haryana’s major hubs — including Gurugram, Faridabad, Sonepat, Panipat, Hisar, Rohtak, Karnal, Ambala, and Panchkula — often without basic amenities such as drainage, roads, and power supply. Officials said that once regularised, these colonies would be provided essential infrastructure to ensure safer and healthier working conditions.

The policy stems from Chief Minister Nayab Singh Saini’s 2025–26 Budget announcement, where he stressed the need to bring unregulated industrial clusters on par with unauthorised residential colonies in terms of infrastructure support and legal clarity.

Officials added that this move would not only improve the ease of doing business but also bring such areas under the formal planning framework, boosting both employment and industrial growth in Haryana.
