Haryana Cabinet Approves New Land Purchase Policy to Help Landowners

2025 Policy Prevents Distress Sales and Offers Incentives to Land Aggregators

The Haryana Cabinet has approved a new land purchase policy that will better protect landowners and make government land acquisition easier. Chief Minister Nayab Singh Saini led the Cabinet meeting that cleared the Voluntary Land Purchase Policy for Development Projects 2025.

This new policy replaces the 2017 policy which includes several important improvements for landowners. The landowners will have option to sell a part of their property rather than the whole property which gives them more flexibility in their decisions.

The policy has specific requirements to ensure fair deals. Each piece of land offered for sale must have proper road access of at least 5 karam width. The land must have clear ownership papers and cannot be community or shared land. Special protection is provided for minors and mentally challenged persons through court approval. 

The government has introduced attractive incentives for the land aggregators who brings buyers and sellers together. Aggregators will receive 1% of the total transaction cost as facilitation charges, paid in two stages - half during registration and half after completing all paperwork.

The aggregators will additionally receive performance incentives depending on the negotiated land rates. They earn an incentive of Rs 3,000 per acre if they supply land at the official collector rate, Rs 2,000 per acre for up to 20% above collector rate, and Rs 1,000 per acre for rates higher than that. 

The policy will be applicable to all government departments, boards, and firms that require land for infrastructure and development projects in Haryana, making the whole procedure more transparent and equitable for all parties involved.
