
The Haryana Assembly passed four important bills on Wednesday during the 10th day of the budget session. These legislations address diverse issues ranging from dignified handling of dead bodies to protecting contract employees' job security.
Dignified Disposal of Dead Bodies Bill
The Haryana Dignified Disposal of Dead Bodies Bill, 2025, prohibits placing corpses on roads for protest purposes. The bill was introduced to maintain the basic human rights of deceased persons and ensure respectful final disposal of bodies.
During the assembly discussion, it was emphasized that the "right to life" under Article 21 of the Indian Constitution includes "rights and dignity of the dead." The right to dignity and proper treatment extends not only to living persons but also to their bodies after death.
Congress MLAs Bharat Bhushan Batra and Geeta Bhukkal raised objections on several points and requested information about amended drafts of the bill.
Travel Agents Registration Bill
Chief Minister Nayab Saini explained that the Travel Agents Registration and Regulation Bill, 2025, was passed to ensure transparency and accountability of travel agents and to prevent illegal activities and exploitation of youth.
The bill provides for:
- Maximum 7 years imprisonment and fines up to Rs 5 lakh for operating without valid registration certificates
- 7-10 years imprisonment for those involved in human trafficking
Public Gambling Prevention Bill
The Haryana Public Gambling Prevention Bill, 2025, was passed to curb public gambling, betting in sports and elections, and match or spot fixing in sports.
Key provisions include:
- 3-5 years imprisonment for those engaged in match-fixing or betting in elections or sports
- Confiscation of profits earned through such activities
Contract Employees Amendment Bill
The Haryana Contract Employees (Service Assurance) Amendment Bill, 2025, was passed to provide job security to contract employees. The amendment removes the condition of working 240 days in a calendar year to secure employment. According to the bill:
- The benefit of service security is available to contract employees who have completed at least 5 years of service in a government institution on a full-time basis as of August 15, 2024
- For calculating years of appointment, the previous condition requiring an employee to have received remuneration for at least 240 days in a calendar year to be considered as having worked the full year has been removed

These legislative measures reflect the government's focus on addressing various public welfare issues, improving governance, and providing better protection to vulnerable sections of society.
