CM Nayab Saini Presents Haryana's First ₹2 Lakh Crore Budget with Focus on Future Technologies

Budget 2025-26 Introduces New Department of Future, Anti-Drug Authority SANKALP, and Artificial Intelligence Mission with World Bank Support; Targets Education and Rural Development While Showing Improved Fiscal Management

Haryana Chief Minister Nayab Singh Saini presented his first budget on Monday. The budget amount is ₹2.05 lakh crore for the year 2025-26. This is the first time Haryana's budget has crossed the ₹2 lakh crore mark. The budget is 13.70 percent more than last year.

CM Saini told the Haryana Assembly that over 11,000 people sent in their ideas for the budget. He also said that out of 217 promises made before elections, the government has already completed 19.

Focus on Future Technologies and Innovation

The biggest news from the budget was a brand new Department of Future. This department will look at new technologies that can help the state grow. 

"This department will look at future technologies and how they can help our people," said CM Saini in his speech. The CM also announced the Haryana Artificial Intelligence Mission, which will get ₹474 crore from the World Bank. This mission will set up AI centers in Gurugram and Panchkula, making Haryana a leader in this new field. 

Tackling Drug Abuse with SANKALP

The budget also takes aim at drug problems with a new group called the Substance Abuse Narcotics Knowledge Awareness and Liberation Program (SANKALP) Authority. This new anti-drug body will start with ₹10 crore to fight drugs in the state. 

"The SANKALP Authority will lead our fight against drugs. It will create awareness, enforce laws, and help affected people," CM Saini explained. 

Education and Rural Development Initiatives

Education and health were top priorities in the budget. The CM announced model Sanskriti schools every 10 kilometers across the state.

The budget also includes the Kalpana Chawla Scholarship, named after the famous astronaut from Haryana, to help students in their studies.

For villages and farmers, the budget plans a flower market in Gurugram and an air cargo facility at Hisar airport for farm produce. The CM also announced new cow sanctuaries in every district.

Improved Fiscal Management

CM Saini shared good news about the state's finances since 2014. Haryana's Gross Domestic Product (GDP) has grown from ₹4,37,145 crore in 2014-15 to an expected ₹12,13,951 crore for 2024-25. This means an average yearly growth of 10.8 percent. 

Also, Haryana's Per Capita Income has grown from ₹1,47,382 in 2014-15 to about ₹3,53,182 in 2024-25, with a yearly growth rate of 9.1 percent. 

The state's revenue deficit has come down from 1.90 percent of GDP in 2014-15 to an expected 1.47 percent in 2024-25. The fiscal deficit has also improved, going down from 2.88 percent to 2.68 percent of GDP in the same period. This is within the 3 percent limit set by law.

For 2025-26, the government wants to further reduce the fiscal deficit to 2.67 percent of GDP, showing its commitment to good money management.

"Governments should not borrow for daily expenses. But borrowing for building assets, within limits, is good and should be encouraged," CM Saini said, showing that the government wants to invest in growth rather than just spending.
