Haryana Government to Provide Job Security to 1.20 Lakh Temporary Employees

New rules drafted by senior IAS officers will soon be implemented, offering stability to workers with 5 years of service and salaries under ₹50,000.

The Haryana government has finalized plans to provide job security to approximately 1.20 lakh temporary employees working across various departments. A committee of senior IAS officers was formed to create new rules that would ensure employment stability for these workers. The final approval of the draft by Chief Minister Nayab Singh Saini is awaited.

Eligible Beneficiaries

The new regulations will primarily benefit temporary employees who have completed 5 years of service by August 15, 2024, and whose monthly salary is less than ₹50,000. This includes workers under the Outsourcing Policy Part-1, who were not mentioned in the previously notified act and therefore did not receive job security benefits despite working directly in government departments, boards, or corporations. 

Chief Minister Nayab Singh Saini has publicly stated on several occasions that employees working under Outsourcing Policy Part-1, Part-2, and the Haryana Kaushal Rozgar Nigam (HKRNL) will all receive job security benefits once these rules are implemented. 

Service Breaks Will Not Disqualify Workers

One of the most significant aspects of the new rules is the provision for employees with service breaks. According to the regulations, if an employee has worked in any department for three years and received wages for 240 days each year, they will still be eligible for job security benefits even if their service was interrupted.

For example, if a worker did not receive 240 days of wages in the fourth year due to any reason but did receive it in the fifth and sixth years, their service will still be considered continuous for 5 years. Similarly, if an employee worked as a peon in a department for three years and then left, those three years would still count toward their total service time.

What Changes Will These New Rules Bring?

The implementation of these rules will bring several positive changes for temporary workers in Haryana as temporary employees will gain stability and be able to work without the constant fear of losing their jobs. Additionally, the employees working in boards, corporations, and departments will receive legally protected job security. The changes in service break rules will allow many more employees to qualify for permanent jobs. Job security will also provide financial security to these workers and will provide a better future.
