Haryana Announces Historic Rights for Transgender Community

State Government to Create Welfare Board and Issue Identity Cards; New Rules Promise Education, Healthcare, and Employment Protection Within Two Years.

The Nayab Saini government in Haryana has taken groundbreaking steps for transgender rights. Marking the first official recognition system for transgender community, District Magistrates will issue identity cards within 15 days of application. 

Infrastructure and Facilities 

Haryana government promises to provide separate wards in hospitals, rehabilitation centers, temporary shelyers, special restroom facilities, housing provisions and support systems for educational institutions within two years of implementation of the new laws. 

Anti-Discrimination Measures

All establishments must now provide training and education to stakeholders about appropriate behavior towards transgender persons. Educational institutions will establish committees to handle harassment or discrimination cases. The government will take steps to prevent discrimination in:

  • Education
  • Employment
  • Healthcare
  • Public transport
  • Sports and recreation
  • Government offices 

Complaint Resolution System 

Each complaint officer must resolve issues of the complainant within 30 days of registeration. All the educational institutions should have dedicated committees for resolving issues. Welfare board will oversee the implementation of the directions along with regular monitoring of the infrastructure development. 

The Social Justice and Empowerment Department has invited stakeholder suggestions and objections to the Haryana Transgender Persons (Protection of Rights) Rules 2024 within one month, ensuring community participation in the final framework.
