Major Changes in Haryana's Family ID System: Many Families to Lose Their PPP Cards

New Rules Implemented for Family Identity Cards with Immediate Effect; Strict Data Protection Measures Introduced.

The Haryana government has introduced major changes to its Parivar Pehchan Patra (PPP) or Family ID system. Under the new rules, families who have migrated from Haryana or have been living outside the state for an extended period will have their PPP cards cancelled. Additionally, the ID will be revoked if any registered family member is no longer living with the family or is deceased.

A significant new provision allows family heads to request the removal of specific members from the PPP by applying to the Chief Executive Officer (CEO) of the Haryana Family Identity Authority. This change gives families more control over their documentation while ensuring accurate records. 

CEO J. Ganesan has issued orders implementing these changes with immediate effect. The government has also introduced strict measures to prevent data leaks from the Family Information Data Repository. Agencies are now prohibited from sharing PPP data for non-governmental purposes. The data can only be used for government schemes, subsidies, services, benefits, and verification in recruitment processes conducted by the Haryana Staff Selection Commission and Haryana Public Service Commission. 

Access to PPP data has been restricted to specific entities:

  • Central government organizations
  • State government bodies 
  • Statutory authorities
  • Universities
  • Corporations under government control 
  • Local authorities within the state 

The new rules also establish a clear process for caste verification. Patwaris and Kanungos will be responsible for verifying the caste details of family members. The verification will be conducted without revealing the family's self-declared caste information to ensure unbiased assessment. If the self-declared caste matches the Patwari's verification, it will be considered validated. In cases of discrepancy, the matter will be referred to the Kanungo for further verification without disclosing the initial difference.
