Haryana Launches Whistleblower Reward Program to Combat Tax Evasion and Drug Trafficking

Government Introduces Groundbreaking Initiative to Empower Citizens and Boost State Revenue Through Confidential Reporting Mechanism.

In a landmark move that signals the Haryana government's commitment to transparency and economic integrity, Chief Minister Nayab Singh Saini has introduced a pioneering whistleblower reward program designed to tackle tax evasion and drug-related crimes across the state.

Rewarding Citizen Vigilance

The government has allocated an initial fund of Rs 2 crore to the Excise and Taxation Department, specifically earmarked for rewarding individuals who provide credible information about tax evasion by persons or firms. A key aspect of this innovative approach is the absolute guarantee of confidentiality for those who come forward with crucial information.

Comprehensive Strategy Against Illegal Activities 

Beyond tax evasion, the Chief Minister has directed a multi-pronged approach to address broader societal challenges. A dedicated online portal will be developed to enable citizens to report drug peddling activities, with informants receiving rewards and complete anonymity. The government aims to create a collaborative ecosystem involving the Excise and Taxation Department, Haryana State Narcotics Control Bureau, and Police to comprehensively combat these issues. 

Strict Enforcement and Asset Seizure

Saini emphasized the need for stringent action against counterfeit liquor producers and smugglers. The government will impose hefty fines and potentially seize assets acquired through illicit means. Moreover, if enforcement actions reveal evidence of drug smuggling, immediate and appropriate legal steps will be taken against the accused.

Regulatory Reforms and Revenue Generation

The initiative also includes strategic regulatory reforms. Liquor vends in rural areas must now be located at a safe distance from residential zones, schools, and religious sites. Mandatory approval from gram panchayats will be required for establishing such establishments. Additionally, a one-time settlement scheme is being introduced to resolve pending tax issues for small traders. 

The government's efforts are already showing promising results. Haryana currently ranks fifth nationally in overall GST collection and leads among major states in per capita GST collection. The Excise and Taxation Department anticipates collecting over Rs 63,000 crore in revenue for the 2024-25 fiscal year. 

By empowering citizens and implementing robust enforcement mechanisms, Haryana is setting a benchmark for proactive governance and collaborative crime prevention.
