In a landmark decision, the Haryana Assembly has passed the Haryana Extension Lecturers and Guest Lecturers (Security of Service) Bill 2024. The bill benefits educators who have completed at least five years of service by August 15, 2024, allowing them to continue their service until superannuation. This move transforms temporary positions into secure long-term employment opportunities.
Improved Pay Structure and Benefits
The new legislation brings significant financial improvements for eligible lecturers. While they currently receive Rs 57,700 per month, the bill adds dearness allowance to their compensation package. This marks a substantial evolution from 2010 when extension lecturers were paid just Rs 200 per period.
Opposition Voices Concerns
Congress leaders, including former Chief Minister Bhupinder Hooda and Rohtak MLA BB Batra, raised several concerns about the bill. They questioned the absence of regular appointments and the bypassing of standard recruitment procedures through the HPSC and Haryana Staff Selection Commission. The opposition also highlighted the plight of approximately 1,500 university contractual teachers who aren't covered under this legislation.
