In a significant administrative move, Haryana Chief Minister Nayab Singh Saini has begun the process of reorganizing his office, marking one of his first major administrative decisions since taking charge. The restructuring comes at a crucial time as the government seeks to strengthen its administrative machinery.

Search for New Principal Secretary

The immediate trigger for the reorganization is the departure of V Umashankar, who served as the Principal Secretary to the Chief Minister (PSCM). Umashankar's move to a central government position has created a key vacancy that needs to be filled promptly. Several senior bureaucrats, including Shyamal Misra from the Trade Fair Authority of Haryana, are being considered for this important position.

Khullar's Continued Influence

The Chief Minister's Office continues to benefit from the experience of Rajesh Khullar, a seasoned bureaucrat who serves as the Chief Principal Secretary (CPSCM). Khullar, who took this position after retiring in August 2023, brings valuable continuity to the administration, having previously served during Manohar Lal Khattar's tenure as Chief Minister.

Political Appointments in Pipeline

The restructuring isn't limited to bureaucratic positions. Several political appointments are expected, including a media adviser and political secretary to the Chief Minister. These positions are likely to be filled by senior BJP leaders, reflecting the party's influence in key administrative decisions.

"We are carefully considering each appointment," a senior official stated, speaking on condition of anonymity. "The Chief Minister is working closely with the BJP high command to ensure these appointments align with both administrative needs and party objectives."

The new structure is expected to include Additional Principal Secretaries, a Deputy Principal Secretary, and several Officers on Special Duty (OSDs). Each appointment will be made only after receiving approval from the party leadership, highlighting the collaborative nature of these decisions.

This reorganization represents more than just administrative changes; it signals the new Chief Minister's approach to governance and his commitment to building a strong team. The revamped CMO is expected to play a crucial role in implementing the government's policies and programs in the coming months.
