Government Under Fire: Opposition Challenges Water Policy and Fiscal Management

Criticism mounts in Vidhan Sabha as concerns over Yamuna water sharing and rising debt draw opposition scrutiny

During the Budget discussion in the Vidhan Sabha, the opposition targeted the Khattar government over Yamuna water sharing with Rajasthan and the escalating debt, expressing concerns over fund utilisation and allocation discrepancies.

Allocation Discrepancies Highlighted

Varun Chaudhary, head of the standing committee on infrastructure development, raised concerns over discrepancies in budget allocations and utilisation across various departments. He stated, "In many cases, the Budget Estimates under various heads are much higher than the demand raised. Some departments have demanded excessive allocation despite zero utilisation under various heads."

Unspent Funds and Unused Allocations

Several instances of unspent funds and unused allocations were highlighted during the discussion: Despite allocations, Haryana Sahitya and Granth Academy showed zero expenditure for the past two years. Allocations for projects like the construction of Soochna Bhawan at Panchkula remained unutilized for years. Funds earmarked for stationery and printing machinery remained unspent for several years.

Water Sharing Concerns and Opposition's Response

Congress MLA Raghubir Singh Kadian criticised the memorandum of understanding (MoU) between Haryana and Rajasthan for supplying excess Yamuna water to Rajasthan, calling it unfair to Haryana farmers. Former CM Bhupinder Singh Hooda echoed similar sentiments, emphasising the need to prioritise water supply to deficit districts within Haryana.

Debt Escalation and Opposition's Allegations

Congress chief whip BB Batra highlighted the alarming increase in the state's internal debt over the years, particularly during the BJP regime. He pointed out a significant surge from Rs 70,931 crore in 2014-15 to Rs 2.86 lakh crore in 2022-23, raising concerns over the government's fiscal management.

Response from Agriculture Minister and Congress MLAs

Agriculture Minister JP Dalal attempted to justify the water pipeline project's benefits for Haryana but faced opposition from Congress MLAs, who registered their protest against the government's water policy.

The opposition's critique sheds light on concerns regarding water resource management and fiscal prudence in Haryana, urging the government to address these issues effectively. The debate underscores the importance of transparent budgetary practices and equitable distribution of resources to ensure inclusive development.
