Allegations on HCS (Judicial) Recruitment Baseless: CM

Congress MLA Bhukkal accuses him of misleading House over selection committee composition and candidate disqualification

Chief Minister Nayab Singh Saini has dismissed allegations regarding irregularities in the recruitment of a candidate for the Haryana Civil Service (Judicial) as baseless, explaining that the process is conducted under judicial oversight rather than by the state's public service commission.

The CM was responding to concerns raised by Congress MLA Geeta Bhukkal about the role of the Haryana Public Service Commission in the recruitment process.

Selection Committee Composition

"Recruitment to HCS (Judicial) posts is carried out by a six-member selection committee, including three sitting judges nominated by the Chief Justice, the Advocate General of Haryana, the Chief Secretary, and the Chairman of the Haryana Public Service Commission. Hence, the allegations are baseless," Saini explained in the Assembly.

Technical Discrepancies in Application

The Chief Minister provided details about the case in question, stating that the recruitment notice was issued on January 1, 2024, with clear instructions that candidates must upload all necessary documents when applying.

"The candidate in question failed to provide the registration number and date on the SC certificate and did not submit the required residence certificate for those claiming reservation," Saini said. 

He added that the court's decision regarding the candidate's appointment to the Scheduled Caste post stemmed from technical issues in the application form. 

Cancellation Notice and Court Challenge

Saini further elaborated that after reviewing the application, the selection committee found these discrepancies and issued a cancellation notice on September 12, 2024, in accordance with the advertisement's terms and conditions. 

"This decision was challenged by the candidate in the High Court, which rejected the cancellation notice," the CM stated. 

Congress Protests Speaker's Decision

Congress MLA Geeta Bhukkal reacted strongly to the Chief Minister's explanation, accusing him of misleading the House on the issue. She sought permission from the Speaker to respond to the CM's reply. 

However, the Speaker denied her request, stating that once the Chief Minister had made a statement, no further discussion would be allowed. This decision evoked protests from Congress MLAs present in the House.
