Unprecedented Rise in Poverty Numbers

In a concerning development, Haryana has witnessed an alarming increase in its Below Poverty Line (BPL) population. According to recent data from the state's Aadhaar-enabled Public Distribution System, approximately 1.98 crore people – representing 70% of the state's estimated 2.8 crore population – now fall under the BPL category. This marks a dramatic surge from December 2022, when only 44% of the population was classified as BPL.

District-wise Distribution and Top Recipients

Faridabad leads the list with 14.29 lakh BPL beneficiaries, closely followed by Hisar (13.55 lakh) and Mewat (13.49 lakh). Interestingly, Panchkula, often considered one of the more affluent districts, reports 3.65 lakh BPL residents. This district-wise variation raises questions about the economic disparities within the state.

Government Benefits and Support Systems

The state government provides substantial support to BPL families, including:

  • 5 kg free grain (wheat/bajra) per person monthly
  • Two liters of subsidized mustard oil at Rs 40
  • 1 kg sugar at Rs 13.5 per BPL card monthly

Additionally, Chief Minister Nayab Singh Saini recently announced 100 square yard plots for rural BPL families, demonstrating the government's commitment to welfare measures.

Questions Over Data Accuracy and Verification

Civil Supplies Minister Rajesh Nagar has expressed surprise at the sharp increase, noting that the data comes from the Citizen Resources Information Department (CRID). The self-certification process for BPL status, requiring only Parivar Pehchan Patras (PPP) and declaration of household income below Rs 1.80 lakh annually, has come under scrutiny. Officials point out that income declarations often go unverified, potentially leading to inflated numbers.

Local depot holders and department officials have raised concerns about the focus shifting from poverty alleviation to increasing BPL registrations. The state currently distributes approximately 10 lakh quintals of grain monthly, along with other subsidized essential items.
