Opportunity for Change: Group-D Employees in Haryana Await Transfer Porta

Over 18,000 Group-D employees in Haryana are anticipating a positive change in their work lives as the government initiates the process of launching a portal for department and post transfers. 

User's Request:

The impetus for this development came from a social media message by Rajesh Kumar, who urged Chief Minister Manohar Lal to address the desire of 18,218 Group-D employees seeking transfers closer to their homes, spanning a distance of 250 kilometres.

Chief Minister's Response:

Responding promptly, Chief Minister Manohar Lal assured that the wait wouldn't extend beyond a week for these eager employees, hinting at the imminent launch of the Department Change Drive portal.

Expected Benefits:

This portal will specifically cater to Group-D employees, allowing them to apply for transfers based on their preferences. Employees dissatisfied with their current positions will be able to express their likes and dislikes, seeking a shift to a more desirable department.

Transfer Process Details:

The Human Resources Department has outlined that only 80 per cent of the vacancies in the Human Resource Management System (HRMS) will be considered for appointments. The remaining 20 per cent will be filled based on department-wise and post-wise calculations.

 Eligibility Criteria:

All Group-D employees appointed after the enactment of the Group D Act in any Haryana government department are eligible to participate in this transfer drive. However, roles like Chowkidar and Safai Karmachari, along with those in statutory bodies, boards, corporations, public sector undertakings, and constitutional bodies, are excluded.

Online Application Process:

Interested employees will need to participate online through the portal, indicating their preferences for districts and posts. Failure to register within the stipulated time frame will render employees ineligible for consideration. 

Addressing Employee Challenges:

Many Group-D employees face challenges due to postings far from their hometowns, affecting their ability to perform duties effectively. The transfer drive aims to address this by appointing employees to offices near their home towns and aligning them with posts suitable to their preferences.

Five-Phase Transfer Process:

The transfer drive will unfold in five phases. Employees will express preferences for districts and indicate unwanted posts. The Head of the Department will then finalise the number of vacancies in each district, and employees will be assigned new posts or districts based on their choices and available positions.

Conditions for Participation:

To participate in the transfer campaign, employees must have Aadhaar or PPP (Public Private Partnership) credentials.
