Karnal's Deputy Commissioner and District Election Officer, Sh. Uttam Singh, emphasised the importance of printing the publisher's name and the number of copies on all posters and pamphlets during the upcoming Lok Sabha General Elections-2024 and Karnal Assembly by-election. This measure aims to maintain transparency and accountability in the election process.
Monitoring Campaign Expenditure
The Election Commission of India, the Haryana Election Commission, and the district administration will closely monitor the details of election expenditure. Printing press operators will be required to fill out Annexure Forms One and Two, providing information on the press that printed the campaign material and the sponsor behind it. Additionally, press operators must disclose the exact number of copies printed.
Content Scrutiny
The District Election Officer stressed the need for press operators to carefully review the language and content of the campaign material before publishing. Any derogatory or objectionable words targeting individuals or parties will not be tolerated. If complaints arise, both the publisher and the sponsor can face legal action under Section 127-A of the Representation of the People Act, 1951.
Maintaining Records
Press operators will be responsible for maintaining complete records of all printed handbills, pamphlets, posters, banners, and other campaign materials. These records can be requested by the Election Department at any time. The responsibility of ensuring compliance with the Model Code of Conduct lies with both the publisher and the individual or party requesting the publication.

Sh. Uttam Singh further emphasised the importance of following the Model Code of Conduct throughout the election campaign process. Strict attention should be paid to ensure that all campaign materials adhere to the guidelines set forth by the Election Commission.
