Haryana government to bring new law to regulate the private coaching institutes in the state

In order to address concerns including deceptive advertising and growing student stress, the Haryana government plans to pass legislation regulating the operations of private coaching facilities. In an effort to get input from interested parties and the general public, the state government released a draft of the Haryana Coaching Institutes (Control and Regulation) Bill, 2024 to the public last month. According to those in the know, the Bill will probably be introduced at the next budget session, which begins on February 20.

The Bill establishes oversight and control over private coaching facilities, including their registration, regulation, and cost tracking of study materials and other fees imposed by the coaching facilities.According to the Bill draft, it also calls for protecting the rights of children and their guardians, lowering stress levels for students engaged in coaching programs, and improving academic support for kids getting ready for different competitive exams.Every coaching institute that wishes to be established under the deputy commissioner's chairmanship must register with the district authority, as per the Bill's draft. According to those in the know, the Bill will probably be introduced at the next budget session, which begins on February 20.

If a coaching institute violates any provisions of the law, it will have to pay a fine of Rs 25,000 for the first offence. “In case of proof of allegations against coaching institutes even after the second offence, the registration shall be cancelled by district authority after show-cause notice and giving sufficient opportunity of hearing," said the draft Bill”.
