Deepender Hooda Demands Removal of HPSC Chairman Over ‘Outsider’ Recruitments

Congress MP alleges non-Haryanvi dominance in government jobs, cites selection data

Congress MP Deepender Singh Hooda on Tuesday sought the immediate removal of the Haryana Public Service Commission (HPSC) chairman, alleging large-scale selection of candidates from outside Haryana in state government recruitments and accusing the BJP government of sidelining local youth.

Addressing a press conference, Hooda questioned the appointment of the HPSC chairman, saying that even the head of the constitutional body was “from outside the state”. “Is there not a single capable person among three crore Haryanvis to head the commission?” he asked, calling the situation an insult to the state’s talent and aspirations.

Hooda alleged that despite Haryanvis having served as chairpersons and members of the Union Public Service Commission (UPSC), youth in Haryana were now being denied opportunities at home and were being pushed to migrate in search of employment. “Group A, B and C jobs are going to candidates from other states, while our youth are forced to look for work elsewhere,” he said.

To support his claims, the Congress MP cited recruitment figures. In Haryana Power Utilities AE/SDO recruitment, only 29 of the 214 candidates called for document verification were from Haryana, he said. In Civil Judge selections, 60 out of 110 candidates were allegedly non-Haryanvis, while in SDO (Electrical) recruitment, 69 of the 80 selected candidates were from outside the state. Similarly, Hooda claimed that 106 of the 153 lecturers selected in the Technical Education Department belonged to other states.

He also alleged misuse of reservation norms, particularly affecting the DSC category. Referring to Assistant Professor (English) recruitment in December, Hooda said only 151 of 613 posts were filled, with just one candidate selected against 60 reserved DSC seats, calling it “gross injustice”.

Beyond recruitment issues, Hooda demanded that Haryana be made host or co-host of the 2030 Commonwealth Games, arguing that the state had contributed nearly 50% of India’s medals and 25% of athletes in major international events since 2006. “Despite this contribution, Haryana was ignored while Gujarat was chosen, diverting massive investment elsewhere,” he said.

Several Congress MLAs and MPs attended the press conference, backing Hooda’s demand for accountability and corrective action in state recruitments.
