Interstate Water Dispute: Haryana and Himachal Pradesh Collaborate to Address Challenges

In a crucial meeting held on Wednesday between the Chief Secretaries of Haryana and Himachal Pradesh, discussions revolved around resolving obstacles related to the Kishau Dam. The states agreed to establish a committee to tackle the issues hindering the progress of this joint power project.

Chief Secretary of Himachal Pradesh, Pramod Saxena, expressed the significance of the meeting, emphasising the partnership of both states in the Kishau Power Project. Technical issues related to power generation were thoroughly discussed, leading to the decision to form a committee responsible for resolving these challenges.

Sanjeev Kaushal, Chief Secretary of Haryana, echoed the collaborative approach, stating, "Both states will propose solutions to overcome the hurdles in the Kishau Dam project. Technical issues will be addressed through the formation of committees on behalf of both Himachal Pradesh and Haryana." Furthermore, Kaushal highlighted the efforts to expedite the long-pending project, indicating that teams from both states would engage in dialogue to move the project forward promptly.

The collaboration extends beyond the power project, with discussions involving healthcare for patients travelling from Himachal Pradesh to Chandigarh for treatment. Kaushal mentioned that multiple options have been provided for medical treatment, and teams from Himachal Pradesh will visit Panchkula to explore suitable locations for medical facilities.

This development comes against the backdrop of a water dispute between Himachal Pradesh and Haryana. The issue of water cess, particularly the application of a water cess on hydropower production to boost revenue, has led to discord. Despite Chief Ministers Sukhdev Singh Sukhu of Himachal Pradesh and Manohar Lal Khattar of Haryana discussing various matters amicably, the water cess remains a point of disagreement.

The recent meeting signifies the initiation of a dialogue to address the contentious water cess matter. Both states' Chief Secretaries agreed that this was the first phase of discussions, and the dialogue would continue. The next step involves the Secretaries of both states engaging in further deliberations on this matter.

The water cess dispute, rooted in the imposition of water cess on hydropower projects by Himachal Pradesh for revenue enhancement, has faced opposition from both Punjab and Haryana. Chief Minister Manohar Lal Khattar has not only raised objections at the state level but has also taken the matter up with the central government, seeking resolution and warning against any unilateral actions.
