Notification Expanding Powers

In a significant move, the Haryana government has enhanced the authority of Mandal Ayuktas (Commissioners) by granting them the power to review the work of District Commissioners (DC). A recent notification, issued by Chief Secretary Sanjeev Kaushal, outlines the expanded responsibilities, allowing commissioners to directly intervene in various tasks beyond legal and order matters.

Monthly Reviews with DCs

Mandal Ayuktas are now empowered to conduct monthly meetings with District Commissioners, addressing disputes related to government departments' land and monitoring the progress of cases. For pending cases exceeding six months, joint reviews with DCs and SDMs are mandated, ensuring efficient resolution. The government expects reports on actions taken for resolution and improvements.

Senior Citizen Welfare and Civic Development

Commissioners are mandated to apply government schemes related to senior citizens' welfare directly, ensuring timely implementation. Additionally, they are tasked with expediting matters related to civic urban services, reinforcing their role in broader developmental initiatives.

Authority Over Development Work

The notification grants Mandal Ayuktas the authority to oversee development projects in both urban and rural areas. They are now tasked with monitoring and reporting on two ration depots each month to ensure proper biometric distribution. This includes verifying stock levels against allotted quotas, promoting transparency in the distribution of food grains.

Daily Meetings with Officials and Biometric Ration Monitoring

Mandal Ayuktas are required to conduct daily meetings with senior city and district officials, facilitating regular communication. The government emphasises the need for regular check-ups on two ration depots each month, ensuring biometric systems' functionality and verifying the availability of stock against the allocated quota.

Enhancing Oversight in Land Disputes and Agricultural Compensation

The notification empowers Mandal Ayuktas to inspect one percent of cases of land disputes personally. This aims to guarantee that actual beneficiaries receive the benefits, with detailed monthly reports sent to the Chief Secretary for review. Additionally, the commissioners are tasked with overseeing the distribution of compensation in cases of crop damage.

Conclusion: A Comprehensive Mandate for Mandal Ayuktas

This recent notification redefines the role of Mandal Ayuktas in Haryana, extending their oversight beyond legal matters. With a focus on development, welfare, and transparent administration, this move reflects the government's commitment to efficient governance and addressing key issues at the grassroots level.
