Haryana Modernizes Change of Land Use (CLU) Permission System

In a significant move towards digital governance, the Haryana government implements a completely paperless Change of Land Use (CLU) process, incorporating e-signatures and Aadhaar authentication to enhance transparency and efficiency.

The Haryana government has taken a revolutionary step in modernizing its land management system by introducing a completely paperless Change of Land Use (CLU) process. Under the leadership of Chief Minister Nayab Singh Saini, this digital transformation aims to streamline the often complex procedure of obtaining land use permissions while ensuring maximum transparency.

Streamlined Process with Triple Authentication 

The new system, announced through an order by Amit Khatri, Director of Town and Country Planning Department, introduces three distinct digital authentication methods. Applicants can now choose between e-Sign services, Aadhaar authentication, or digital signatures to complete their CLU agreements. This flexibility ensures accessibility while maintaining security standards. 

Role of District Town Planners in the Digital Workflow

District Town Planners (DTPs) have been empowered with new responsibilities in the digital ecosystem. They will issue Letters of Intent (LoI) with electronic signatures, making these documents instantly accessible to applicants through a dedicated citizen dashboard. The verification process includes review by district attorneys, maintaining legal scrutiny while expediting the process. 

Enhancing Transparency and Reducing Physical Interface

The primary objective of this digital transformation is to minimize direct contact between applicants and government officials. This reduction in physical interactions is expected to significantly decrease the potential for irregular practices while accelerating the approval process. The final CLU permissions will be digitally signed by the Director of Town and Country Planning, completing the paperless cycle. 

This modernization aligns with broader digital India initiatives and represents a significant step forward in making government services more accessible and transparent. The system operates under the Haryana Scheduled Roads and Controlled Area Restrictions of Unregulated Development Act, 1963, but brings 21st-century technology to streamline its implementation.
