In a candid admission, Haryana Environment Minister Rao Narbir Singh has highlighted the state's current helplessness in addressing the severe air pollution crisis affecting the National Capital Region (NCR). The minister expressed particular concern about the deteriorating air quality in Gurugram and Faridabad, warning that continuing pollution could trigger an exodus of residents and businesses from these corporate hubs.
Immediate Actions and Enforcement Measures
The government has implemented several short-term solutions to combat the crisis. These include strict enforcement of the Graded Response Action Plan (GRAP), deployment of smog guns, and conducting regular enforcement drives. Minister Singh emphasized a "zero tolerance" approach towards GRAP violations, though acknowledging these measures provide only temporary relief.
Multi-State Challenge and Stubble Burning
A significant portion of the discussion focused on stubble burning, which remains a major contributor to the region's air pollution. While Haryana has initiated subsidy programs and awareness campaigns to discourage the practice, the minister stressed the need for similar actions from neighboring states, particularly Punjab. He advocated for a complete ban on stubble burning across all states.
Future Plans and Solutions
Looking ahead, Minister Singh plans to request the Central government to form an expert panel comprising climate specialists and urban planners. The goal is to develop a unified, scientific approach to address various pollution sources, including vehicular emissions, construction dust, and declining green cover. The minister emphasized the importance of avoiding political blame games and instead focusing on collaborative solutions.
